Her Majesty, Queen Rania (hope I am spelling that right!) I think Anne would approve, since the Queen of Jordan is a very intelligent, articulate woman.
Another candidate that comes to mind is Claudia Black, who starred in Farscape and Stargate SG-1. On SG-1, she was a well travelled, strong and sassy lady, just like our Anne!

aurorarorrie! I like your first choice, Anne Hathaway – she has the big dark eyes Anne was famous for, and she can pull off the flirty nature really well.
Choice # 3 on your list – is that Natalie Portman? Again, the big brown eyes, and that direct, intelligent gaze that could captivate.
What would be funny would be to get a long list of modern Anne candidates, then be able to combine the best of all of them, via computer, into a “real” photo of Anne!

I love your candidates aurorarorrie! Anne Hathaway has the coloring and elegance, Kristen Stewart has the unconventional and simple beauty, Natalie Portman has the intelligent, almost teasing gaze, and Scarlett Johansson does look like Mary! Actually, in the movie The Other Boleyn Girl, Natalie Portman plays Anne and Scarlett J. plays Mary.
I think there are some points of comparison (as well as many differences) between Queen Anne Boleyn and Princess Lilian of Belgium (1916-2002), born Mary Lilian Baels, the second wife of King Leopold III of Belgium. OK, I realise Lilian died 8 years ago, so she's not exactly a person of “today,” but still…
Like Anne, Lilian was a pretty brunette and famed fashion plate. Like Anne, she was very intelligent, charming, witty, determined, exuding erotic attraction. Like Anne, Lilian was not born a princess, but became the second wife of a King, initially in a secret wedding ceremony. Like Anne, Lilian was widely branded as an ambitious, unscrupulous adventuress who had seduced the King to place herself on the throne. Also like Anne, Lilian suffered from alot of trumped-up accusations (including insinuations of incest, actually) motivated by politics. Of course, the two women's situations were also very different, because Leopold was a bona fide widower when he met, wooed and wed Lilian, but Lilian, oddly enough, was still treated as if she were the “other woman” who had lured the King away from fidelity to the memory of his very popular first wife, the Swedish-born princess Astrid.

No, aurorarorrie's picture is Natalie Portman. Forgive me for getting up on my geeky soap box, but Keira Knightley was cast as Natalie Portman's decoy in Star Wars episode 1 because they looked so similar, so it's easy to get them mixed up (even Natalie Portman's mother mixed them up on set!). Because I wrote a fan fiction story that centered around Keria's character, I watched the movie loads of times, spotting who was who in each scene.
